The EPA RRP Rule (Renovation, Repair and Painting) requires all contractors that work on pre-1978 housing and disturb more than 6 square feet of paint interior (per room) or 20 square feet of paint exterior or engage in window replacements or door replacements to be Certified Renovators by April 22, 2010. This new rule includes but is not limited to renovators, remodelers, plumbers, painters, electricians, window & door contractors, landlords and some building engineers. It also requires individuals conducting lead-based paint activities (abatement, inspection, and risk assessment) in target housing and child-occupied facilities to be trained and certified.
In addition to taking the RRP Certification Class, the EPA requires you to become a "Certified Firm". Even if you are a company of one, you still need a contractor number and are considered a "Firm".
As of 4/22/10, only "Certified Firms" using "Certified Renovators" may work on, or advertise to work on homes and units built prior to 1978.
Application to Become a Certified Firm: Here is the link to the EPA website's downloadable application -- http://www.epa.gov/lead/pubs/firmapp.pdf. The cost for certification is $300. Note: That is in addition to your training cost. You should apply as soon as possible as they anticipate the waiting time for approval to increase drastically as more people find out about this requirement.
Lead Safety for Renovation, Repair and Painting: This 8-hour course includes 6 hours of book training, checklists, forms and exam followed by 2 hours of hands on training in lead safe work practices. Lead Safety for Renovation, Repair and Painting Refresher: This 4-hour refresher course will required every 5 years for recertification.
